Higher Education is one of the main pre-conditions for long term economic growth and development. So is an appropriate agricultural research and innovation system. On several accosations I worked in the research and higher education system. While working as senior policy advisor of Nuffic I published both on the relation between Higher Education and development and on the relation between research and rural development. The latter was based on my Tanzanian experience and shows that action research is more effective than scientific research in solving (rural) development problems.
